Mitch Thrower is the Senior Manager of Administration for Hillsborough County Aviation Authority (HCAA), which manages Tampa International Airport and three smaller general aviation airports. Mr. Thrower has worked at HCAA for 19 years managing Risk Management, Safety, Central Records, Banking and the Customer Service Desk as well as other support operations. Previously, he worked as an auditor for a public accounting firm as well as the Office of the Auditor General of the State of Florida performing compliance, performance and financial audits.

Mr. Thrower is Chairman of the Hillsborough County City-County Planning Commission representing the cities of Tampa, Temple Terrace, Plant City and Hillsborough County and has served on the Commission since 2011. Under his leadership, the Planning Commission launched Future Leaders in Planning (FLiP), a new educational leadership program to introduce high school students to the field of planning. Mr. Thrower is active with the national APA serving as the Region III representative on the APA Planning Officials Committee and has presented the “History of Planning” seminar at the national APA annual conference.

He is very active in numerous professional and community organizations. He served as Chairman of the Hillsborough County Charter Review Board in 2010. He has also served as Chairman of the Hillsborough County Board of County Commissioners Citizens Advisory Committee, President of the Pine Hollow Special Dependent Tax District and President of the Florida West Coast Chapter of the Institute of Internal Auditors.

Mr. Thrower has a B.S. in management from Tulane University and a M.B.A. from Florida State University. He is a Certified Public Accountant and a Certified Internal Auditor.
